Yes, it's true. The WWE had planned on giving Finn Balor a shot at the Universal Title (a title, he is always very quick to mention, he never lost) against Brock Lesnar in the near future. The WWE has teased us with the match but, as often happens in the WWE, plans have changed!
There are multiple reasons why the WWE has moved up the Lesnar/Reigns fight, but one of them could be to get the title belt on a champion that is there everyday rather than on a part-timer like Lesnar. But that doesn't guarantee that Reigns wins at SummerSlam.
They could decide to have Lesnar retain the belt, which would lead to the rematch building up to WrestleMania 34 taking place on April 8th, 2018 in New Orleans, Louisiana. That wouldn't help with the title being only around part-time, but if it was all leading to a WM 34 rematch, then that might not be as big an issue to deal with.
While the outcome of the SummerSlam confrontation is still up in the air, The Wrestling Observer also notes that this news seems to indicate that Reigns will defeat Braun Strowman at the Great Balls of Fire PPV on July 9th in Dallas.
And looking at the Lesnar vs. Samoa Joe match, also at Great Balls of Fire, one could extrapolate from the new plans that Brock will emerge from that battle victorious (as most people already assume). He needs to be the champion for Reigns to fight him for the title at SummerSlam.
So, what about Finn Balor? Well, there is little doubt that he will get another shot at the title he never lost. It just doesn't appear like it will be as soon as he, and many WWE fans, had hoped it would be.
