WWE programming has expanded to give talent more opportunity than ever before to be apart of the company and competing on television. Fans believe that the roster is already large and stacked as it is, but the WWE is always looking to make more signings. And as Triple H always claims, he loves doing what's best for business. Despite the roster being currently large, there is always room in place when the new signing could be a major contributor.

Over the past few years, Triple H's responsibilities have increased within the WWE as he has taken on a new role. Many top talents were recruited and signed by him, as it's one of the many roles given to him by Vince McMahon. And while he did bring in many of his choices, Triple H hasn't been successful in recruiting all of his targets. Many of them are still out there competing for various promotions around the world, and they all have different reasons as to why they won't sign with the WWE. And most of them fall under the same category, preferring their current lifestyle over the WWE routine.

But many have previously given that excuse only to sign up afterwards, so it remains to be seen whether any of these Superstars end up changing their mind within the next few years. Today's list brings some of the best and most popular talents outside of the company today, as we go through 15 people Triple H wants in WWE but they won't sign.

15 Marty Scurll

Marty Scurll is currently one of the hottest names in professional wrestling outside of the WWE. And with his buzz growing bigger by the year, Scurll has certainly made it to the company's radar. Many of his peers have already joined the WWE, which is why some have believed that Scurll would be up next. And while WWE does have interest in signing him, it seems like there are differences between the two sides.

Scurll is currently happy with his work in ROH and NJPW, believing that his time hasn't finished in there just yet.

And it seems like he wouldn't sign under any conditions as he would ideally love to have some creative freedom, which is unlikely in the modern day WWE. But since Triple H's influence has grown larger and he Scurll is the exact talent that would capture his attention, then there may be a chance of an agreement in the future.

14 Will Ospreay

Will Ospreay is another name that fans are hoping to see in the WWE within the next few years. But according to the man himself, that is not in his currently plans as he is happy to be working in Japan. Ospreay's run with NJPW has been impressive enough for WWE officials to contact him although he politely turned down the chance to join Vince McMahon's empire.

Ospreay is not a fan of the schedule as he hates travelling, which is one of the many factors as to why Triple H has failed to add him to the team.

Although he did express an interest by claiming that every kid who loved wrestling grew up wanting to be in the WWE, but Ospreay prefers remaining in Japan for the time being, where he has grown as a person and wrestler. And once he is ready to make the move, then Triple H would be more than happy to sign him up.

13 The Young Bucks

When wrestlers make noise outside of the company, they tend to catch the attention of the WWE, especially when said wrestlers had previously worked for Vince McMahon. The Young Bucks are no strangers to the WWE, and although they were mostly used as jobbers, they did manage to turn their careers around by becoming one of the most popular tag teams in the world. They are able to work for different promotions while travelling all over the world, so they are currently loving their situation.

Since they have been able to generate so much interest and money off their current work, the team hasn't been interested in joining the WWE.

Triple H is likely pushing for them to be signed by the company, but seeing as how the two sides have had issues in the past, it may take some convincing for Vince McMahon to really go out of his way to sign them.

12 John Morrison

Some WWE Superstars show promise in their time with the company, but fade into irrelevance once they leave. That cannot be said about John Morrison, who had a successful run as a solo and tag team competitor in the WWE, and then went on to enjoy a great run elsewhere. Morrison has improved even more since his WWE days, which means that the door would definitely be open for him to come back.

Triple H and Vince McMahon would probably both agree that Morrison makes a good addition to the current roster, although he doesn't seem to be greatly interested in another stint. His last one ended on a bitter note, and it seems like Morrison is enjoying his time away from the company. Since he has maintained relevancy outside of the WWE, he seems to prefer his personal schedule over the stressful one that he worked in the past.

11 Jay Lethal

It seems like Jay Lethal has been around for a while, so fans may think that his chances to make it to the WWE are already slim to none. But he is only 32 years old and has been a popular name for almost a decade. Lethal is currently signed to Ring of Honor, and seems to be enjoying his stint.

Many interviews have brought up the question regarding his WWE future, and it seems like Lethal certainly has interest in working for them.

But whether we see it happen is an entirely different matter, as the two sides have failed to reach a deal over the years. Lethal is another wrestler who values his personal happiness more than money and fame, opting to stick with Ring of Honor where he has had some great moments. We'll see if Vince McMahon and Triple H can convince him in the future to join the WWE.

10 Keith Lee

Fans have been speculating for the past year whether Keith Lee would be signed by the WWE. Earlier this month, rumors have suggested that the door may be open for him as they had expressed interest in bringing him over. Some sites even reported that they had reached an agreement, although Lee would go on to deny the rumors. It is certainly possible that he was told by the company to continue denying any rumors for the time being, so we will see whether his tone changes.

But as of now, Lee is still not with the WWE. Many top officials, including Triple H, seem to really believe in him. And if he happens to find success in NXT, then he may be in for a great run on the main roster. But Lee was hesitant in past interviews about joining the WWE, so only time will tell what unfolds with this situation.

9 Cody Rhodes

Being the son of Dusty Rhodes, the door for Cody was probably always going to be open. But he didn't want to just live off the legacy of his father, and wasn't satisfied with WWE's booking of his character, so he decided to leave the company to pursue a run on the independent scene. It has paid off for Rhodes' career who is now more popular than ever, and has vastly improved since we last saw him in WWE.

Vince McMahon and Triple H may be eager to bring him back now that he has established himself, but Rhodes doesn't seem to be genuinely interested at the time.

He is happy being one of the top guys while also having creative freedom, both of which he wouldn't have in the WWE. And following his last experience, Rhodes seems to be hesitant to go back to the WWE.

8 Kay Lee Ray

Kay Lee Ray was one of the most impressive performers from the Mae Young Classic competition. For unknown reasons, she didn't continue with the company. Some believe that she is waiting for the right time to make the switch as she is in no rush to do so right now. And it may end up being the wise decision as she has been increasing her stock through her work for different promotions. She has already gained a decent following, which will only help her in the future.

Triple H would definitely love having her on NXT as she could be a major player in the women's division.

And as impressive as she may be performing elsewhere, she still has to prove herself in the WWE. A good run in NXT would establish her among the top women in the company, and while she didn't join WWE last year, she may change her mind in the future.

7 Matt Riddle

For several years, Matt Riddle has been linked with the WWE. He even had a tryout with the company although they decided to not offer him a contract despite being impressed. Riddle would go on to improve and become a much bigger name. He said that he would only be willing to sign with the WWE if the money was right since he is currently earning as much as he would with the company, if not more.

He also believes that the company may not push him anytime soon which would hinder his career. Riddle seems uninterested in joining the WWE but that may change. As much as he is currently earning, he would highly benefit from being employed by the WWE in the long run. And at he is certainly more than ready to be working for them, so an agreement would be wise for both sides.

6 CM Punk

CM Punk's departure from the WWE left some question marks regarding a potential return in the future. Some believe that he burned all bridges and wouldn't be welcomed back, while others insist that Vince McMahon has allowed back in wrestlers with far bigger heat than CM Punk. Although he criticized Triple H in many interviews since leaving the WWE, Punk would still find the door open if he wishes to return.

Triple H indicated that he never truly got along with CM Punk due to their different personalities, although he doesn't have any issues with him and would be supportive of a return if it's what's best for business.

And considering the popularity of CM Punk, Triple H knows that he could be a major addition to the roster. Not only would that signing please plenty of fans, but it would also create interest in numerous feuds that never happened involving Punk.

5 Zack Sabre Jr.

Zack Sabre Jr. has previously worked for the WWE during the Cruiserweight Classic, where he managed to impress most officials and fans alike. He was offered a contract at the time, which he rejected while briefly working for the WWE. According to reports, Sabre was highly interested in eventually joining the WWE but felt that he didn't want to just yet as he had other goals in mind.

Two years since then, Sabre is now working for multiple promotions around the world and seems to be too busy to even think about the future. He's clearly not ready just yet as he remains occupied with his current bookings. And since he is enjoying his time as well as schedule, Sabre can afford to continue waiting before he finally accepts any offer from the WWE. Not many will be necessarily surprised when it happens in the next few years.

4 Kazuchika Okada

WWE has had interest in signing Kazuchika Okada for several years, and attempted to recruit him around the same time they brought Nakamura to the company. And while the latter was open to wrestle for the WWE, Okada didn't share the same mindset. He has always been vague with his answers regarding the possibility of joining the WWE, claiming that he wants to remain NJPW's top star.

Okada is also said to be wary of working for the WWE since he has a bad experience during his time in TNA.

But seeing how smooth Nakamura has transitioned into the WWE probably addresses many of Okada's concerns. He recently called out The Rock in a joking tweet, which led fans to speculate as they always do. And as much as Triple H would love to have him in the WWE, he may have to wait longer before it happens.

3 Rob Van Dam

Despite some tension between the two future Hall of Famers, it has never escalated any further between them. Some believe that Triple H played backstage politics to hold back RVD back in 2002, as he reigned over RAW for many years. And while they had their differences, they aren't on bad terms by any means. Triple H was supportive of bringing back RVD in 2013, and then again a year later. RVD has been contacted by the company since then, although he has turned them down.

He claims to be perfectly happy with his current life, as he gets to spend most of his time in California and wrestles when he wants. RVD was also unhappy with his last run since he practically put over everyone and never had any real storylines. RVD is one of the most popular wrestlers who aren't currently signed to the WWE, so you can bet that Triple H and co will continue attempting to re-sign him.

2 AJ Lee

Before the women's revolution kicked off in the WWE, there were a few Superstars who were attempting to start one. Among them is AJ Lee who was the best female wrestler during that period, and she left prior to the division's major push. The company is certainly interested in bringing her back, but it seems like may not be willing to due to the ongoing issues between WWE and her husband CM Punk.

With her husband reportedly having heat with Triple H, it is easy to see why a deal hasn't been worked yet.

And there probably won't be any returns in the near future until CM Punk gets back in the good graces of the company. And while the door should still be open for AJ Lee at any given moment, there are complications that make it a tough situation to handle for all sides involved.

WWE's interest in Kenny Omega has reached an all time high in the past year. His profile rose to the next level as he has become one of the most popular wrestlers in the world. And with his talent, you would think that WWE would have already signed him up. But despite their interest, Omega declined to make the move, preferring to stay in his current role.

Omega prefers having creative freedom and not being fully controlled as would be the case in the WWE, which is why he won't give it any thought. We have seen wrestlers change their mind over the years, so time will tell if Omega ever finds it to be the right time to join the company. At this point, it doesn't seem like Omega will be exploring that option anytime soon based on his contract renewal with NJPW as well as his interviews.
