The Rock is one of the most recognizable names in professional wrestling due to his in-ring career and what he has gone on to achieve in Hollywood, therefore having him as one of the strongest characters is no brainer. The Rock had an amazing career inside the ring, and he has always been well-rated since that point.

Out of everyone on the game this year it is Roman Reigns who has the highest rating, with an incredible score of 99. It is no surprise that the Tribal Chief is the strongest character this time around because he is the face of the company and has been one one of the greatest runs of the modern era.
Anything other than Reigns having the highest rating would feel off to people, so this one makes complete sense. However, 2K has certainly gone all in on making him one of the strongest characters of all time in the history of the franchise.
